مقدمة
إن المعنى اللغوي لكلمة هجرة لا يكاد يختلف عليه اثنان، فهي مفارقة شيء إلى شيء أو ما بهذا المعنى

وقد أصبحت بعد الإسلام مستخدَمة في الأعمّ الأغلب، في حادثة خروج النبي صلى الله عليه وآله وسلم والمسلمين من مكة إلى المدينة التي تنوّرت بقدومه إليها مهاجراً بعدما عانى والمسلمين ما عانوه من ظلم واضطهاد

- الهجرة النبوية حركة تغيير عظمى
لقد كانت الهجرة النبويّة حركة بالأجساد من مكان إلى مكان، ولكنها أيضاً حركة في الزمان، كان ما قبلها وما بعدها سيكون غيره

فهي مفارقة لأحوال تلابس المكان والزمان إلى ما يفتح الأمل على تغيّر الأحوال، فهي حركة تنفتح على امكان التغيير نحو الأفضل. ولذا كانت الهجرة لطيِّ مرحلة من الإضطهاد والتنكيل والصدِّ والتآمر، حيث عانى فيها الدين وأهلُه شتّى أنواع الظلم والملاحقة والتعذيب والتنكيل، هذا الطيُّ جاء ليكون مقدمة لبسط مرحلة أخرى يُراد أن تكون مرحلة تأسيسيّة ينتقل فيها المسلمون والإسلام من الحصار، وتضييق الخناق، إلى الحرية والإنعتاق، ويتمزق فيها جدار الجهل والجاهلية، وتحطّم قيود الذلّ إلى العزّ، وينتقل بها من البداوة إلى الحضارة…

فالهجرة خطوة خطتها أقدام هذه المجموعة الصغيرة، ولكنها كانت كأنها رائدة البشرية كل البشرية، نحو عصور جديدة من النور، بعد عصور الظلمات. فلقد كانت بهذا المعنى تخطيطاً إلهياً لصنع الإنسانية الجديدة

ولإيجاد مأمنٍ للرسول صلى الله عليه وآله وسلم والدين والمتدينين، يمارسون فيه شعائر دينهم وينشرونه عقائد وشريعة ومفاهيم وقيماً، وكانت بذلك المدينة قاعدة جديدة للتحرك والإنطلاق، بعد أن كادت الدعوة تختنق بحصار المكيّين، وكانت كذلك لتكون نواة المجتمع المتديّن الذي يمارس حياته على ضوء دينه دون قيود. وكذلك لتصبح هذه المدينة مناراً يشعّ بالأخلاق الجديدة في أفق الصحراء

وهذه المجموعة التي كانت تعيش الإضطهاد والتضييق، كان المطلوب منها أن توسّع من آفاقها وطموحاتها وبالتالي أحلامها… فكانت الهجرة توسيعاً لآفاق الثلّة المؤمنة الأولى، فقد وضعت الهجرة هذه الثلّة أمام مخاض استيلاد الإنسانية الجديدة، من رحمِ تلك الظروف، فجاءت لتفجّر طاقاتها الخلاّقة عِبرَ آلآم الجهاد والمواجهة، فأشرقت من أجواء المكابدات الجديدة كواكب مشرقة انعكست في مرآتها الكمالات الأخلاقية الفردية والاجتماعية

وبعبارة موجزة لقد أشبهت تجربة الهجرة النبوية، تنوّر نوح عليه السلام الذي فاض بدل الماء نوراً أضاء العوالم والأزمنة. فالهجرة شحذت همّة المؤمنين، ليُقوّوا عزائمهم، ويوسِّعوا دوائر اهتماماتهم وآفاق رؤاهم، بما يجاوز الهمّ المعاش واللحظة والمكان

الهجرة لا تنقطع
قال تعالى: ﴿وَمَن يَخْرُجْ مِن بَيْتِهِ مُهَاجِراً إِلَى اللّهِ وَرَسُولِهِ ثُمَّ يُدْرِكْهُ الْمَوْتُ فَقَدْ وَقَعَ أَجْرُهُ عَلى اللّهِ وَكَانَ اللّهُ غَفُوراً رَّحِيماً﴾² فالآية تحضُّ المسلمين زمن رسول الله صلى الله عليه وآله وسلم على أن يهاجروا إلى مهجر الرسول صلى الله عليه وآله وسلم ولو كلفتهم الهجرة الموت في الطريق إلى المقصد، وقد وَعَد الله الخارج مهاجراً إلى الله وإلى الرسول صلى الله عليه وآله وسلم أجراً جعله عليه تعظيماً له، وصل المهاجر أم لم يصل. فالمهاجرة كما قال صاحب الميزان إلى الله ورسوله كناية عن المهاجرة أرض الإسلام…

لكنه قدس سره يعود ليقول: “… والآيات تجري بمضامينها على المسلمين في جميع الأوقات والأزمنة، وإن كان سبب نزولها حال المسلمين في جزيرة العرب في عهد النبي صلى الله عليه وآله وسلم بين هجرته إلى المدينة وفتح مكة”³ وعليه فكل هجرة لمسلم يفرّ بها بدينه من الأمكنة التي لا تكون له فيها حرية ممارسة دينه وإقامة شعائره إلى ما له فيها تلك الحرية يصبح مشمولاً بالآية

فعن الإمام علي عليه السلام: “الهجرة قائمة على حدّها الأول، ما كان لله في أهل الأرض حاجة من مُستسرِّ الأمة ومَعْلنها، لا يقع اسم الهجرة إلا بمعرفة الحجة في الأرض، فمن عرفها وأقرَّ بها فهو مهاجر…”⁴

الهجرة هجرتان
قال رسول الله صلى الله عليه وآله وسلم: “الهجرة هجرتان: إحداهما أن تهجر السيئات، والأخرى أن تهاجر إلى الله تعالى ورسوله، ولا تنقطع الهجرة ما تُقبِّلت التوبة“⁵ وبناءً على هذه الرواية فإن الهجرة هجرتان واحدة مادية، تكون بهجرة الأجساد لدار الكفر، حيث لا مساحة ولا حرّية للمعتقد، ولأداء السنن، ونشر الدعوة، إلى بلادٍ تُتاح فيها ممارسة الشعائر واقامة السنن وأداء الفرائض والتعلّم والتعليم

وهناك هجرة معنوية وهي ما عبرت عنه الرواية بهجران السيئات، أي أن يهاجر الإنسان من ما هو عليه من الممارسات والأعمال القبيحة، والعادات السيئة، والأخلاق الذميمة إلى الأعمال الصالحة، والعادات الحسنة، والأخلاق الحميدة، وهذا النوع من الهجرة لا يمكن أن ينتهي

طالما أن باب التوبة مفتوح وعليه، فالتوبة هي: هجرة إلى الله وتعني التماهي مع النموذج الإلهي للإنسان وهو الرسول صلى الله عليه وآله وسلم

وهناك روايات تدلّ على أنَّ بعض الناس قد يكون مهاجراً بالجسد، وليس مهاجراً حقيقة والعكس صحيح، منها ما ورد عن أمير المؤمنين عليه السلام: “ويقول الرجل هَاجرت ولم يُهاجر، إنما المهاجرون الذين يَهجرون السيئات ولم يأتوا بها”⁶ وإليك بعض الروايات المفيدة لهذا المعنى
- عن رسول الله صلى الله عليه وآله وسلم: ”أفضل الهجرة أن تهجر ما كره الله”.⁷
- عنه صلى الله عليه وآله وسلم: “أقمِ الصلاة، وأدِّ الزكاة، وأَهْجُر السوء، واسكُن من الأرض حيث شئتَ تكن مهاجراً”.⁸
- وعنه صلى الله عليه وآله وسلم: “المهاجر من هجر الخطايا والذنوب”.⁹
- وعنه صلى الله عليه وآله وسلم: “الهجرة هجرتان، هجرة الحاضر، وهجرة البادي، فهجرة البادي أن يجيب إذا دُعِي، ويطيع إذا أُمِرْ، وهجرة الحاضر، أعظمها بلية وأفضلها أجراً”.¹⁰

حذار الهجرة المعاكسة
لا بدَّ من الإلفات إلى أمر حاصل في هذا الزمن كان قد نبّه عليه الإسلام، وأسماه التعرّب بعد الهجرة، والذي مصداقه في هذا الزمن أن يهاجر الإنسان من وطنه الذي فيه الدين والتديّن والتعلّم الديني، إلى بلدٍ يُخاف عليه فيه من الكفر، أو قلّة الدين، حيث لا تَعلُّم ولا تَديُّن. كما قد يَحتجُّ البعض في هذا الزمن، بالضائقة الماليّة، التي تُوجب عليه السفر، لطلب الرزق وهذا وإن كان في حدِّ ذاتِهِ جائزاً. بل قد يكون مطلوباً، لكنَّ الحَذَر هو من الإنقطاع عن أجواء الدين والتديّن، والتثقّف الديني، مما يجعل الإنسان فريسةً للشُبهات والشهوات

عن الإمام الرضا عليه السلام: “حرَّم الله التعرّب بعد الهجرة للرجوع عن الدين، وترك الموازرة للأنبياء، والحجج عليهم السلام وما في ذلك من الفساد، وإبطال حقّ كلّ ذي حقٍ لِعلة سكنى البدو، ولذلك لو عَرِف الرجل الدين كاملاً، لم يَجز له مساكنة أهل الجهل، والخوف عليه، لأنه لا يُؤمَن أن يقع منه ترك العلم، والدخول مع أهلِ التمادِي في ذلك”.¹¹

ذكر المؤرخون أنّ الرسول الأكرم صلى الله عليه وآله وسلم استدعى أحد مواليه في أواخر صفر وطلب منه مرافقته إلى البقيع قائلاً له: “إني قد أُمرت أن أستغفر لأهل البقيع فاخرج معي الليلة”، فخرجا في جوف الليل، وهناك سلّم على أهل القبور، وقال لغلامه: “إني قد أوتيت مفاتح خزائن الدنيا والخلد فيها ثمّ الجنّة، وخُيّرت بين ذلك ولقاء ربي والجنّة، فاخترت لقاء ربّي والجنّة”، قال له غلامه: بأبي أنت وأمّي فخذ مفاتح خزائن الدنيا والخلد فيها ثمّ الجنة، فقال النبي صلى الله عليه وآله وسلم: “لا والله يا أبا مُوَيهبة، لقد اخترت لقاء ربّي”، ثمّ استغفر لـأهل البقيع ورجع.

بعد ساعات وفي حشد من الناس دخل النبي صلى الله عليه وآله وسلم المسجد برأس معصوب وطلعة نالت منها الحمّى، فجلس على المنبر، فحمد الله وأثنى عليه، ثمّ قال: “إنّ عبداً من عباد الله خيّره الله بين الدنيا وبين ما عنده، فاختار ما عند الله” ثمّ سكت والناس قد طأطأوا رؤوسهم، وتابع خطابه وفي باله صلى الله عليه وآله وسلم ما قد خطّط له لحرب الروم وجهّز له من جيش كبير بقيادة أسامة بن زيد البالغ من العمر ثمانية عشر عاماً آمراً أصحابه وبقيّة المسلمين الانضواء تحت رايته لذا قال من منبر المسجد:

“أيها الناس، انفذوا جيش أسامة… ثم سكت ولهيب الحمّى يزداد اشتعالاً ثم قال:

“أيها الناس، إنّي أحمد إليكم الله، لقد دنا منّي خفوق من بين أظهركم فمن كنت جلدت له ظهراً فهذا ظهري فليقتد منه، ومن كنت أخذت له مالاً فهذا مالي فليأخذ منه، ولا يقل رجل إنّي أخاف الشحناء من رسول الله، ألا وإنّ الشحناء ليست من طبيعتي ولا من شأني، ألا وإنّ أحبّكم إليّ من أخذ منّي حقاً إن كان له، أو حللني فلقيت الله، وأنا طيب النفس… “ثمّ نزل من المنبر وأقام الصلاة وبعدها قام ينتظر الناس الذين أثقلهم سؤال النبي الأعظم صلى الله عليه وآله وسلم، وهو المعصوم الكامل الذي امتدحه الله تعالى بأنّه على خلق عظيم، فجأة نهض رجل يضطرب ليقول للنبي صلى الله عليه وآله وسلم إنّ سوطه وقعت ذات يوم على بطنه بطريق الخطأ فإذا بخاتم الأنبياء صلى الله عليه وآله وسلم يكشف بطنه طالباً من الرجل أن يقتصّ منه، فتقدّم الرجل وسط ذهول الناس ليقبّل جسده الشريف، ليكون ذلك آخر العهد منه. وبعدها دخل رسول الله صلى الله عليه وآله وسلم بيته حيث كان الرحيل المحزن الذي أصيب به الخلق والذي دعانا أهل البيت عليه السلام أن نتذكّره حين نصاب بأمر يخصّنا، فعن الإمام الباقر عليه السلام: “إن أصبت بمصيبة في نفسك أو ما مالك، فاذكر مصابك برسول الله فإنّ الخلائق لم يصابوا بمثله قط”.

لقد رسم الرسول صلى الله عليه وآله وسلم للناس جميعاً طريق السعادة الحقيقية وضمن لهم الوصول إليها من خلال التمسّك بأصلين أساسيّين لا غنى لهما بأحدهما دون الآخر وهما الثقلان، فقال:

“أيها الناس! إنّي فَرْطُكم، وأنتم واردون عليَّ الحوض، ألا وإنّي سائلكم عن الثِقلين، فانظروا: كيف تخلِّفوني فيهما؟ فإنّ اللطيف الخبير نبّأني: أنّهما لن يفترقا حتّى يلقياني، وسألت ربِّي عن ذلك فأعطانيه، ألا وإنِّي قد تركتها فيكم: كتاب الله وعترتي: أهل بيتي، لا تسبقوهم فتَفرَّقوا، ولا تقصروا فتهلكوا، ولا تعلّموهم، فإنّهم أعلم منكم.

أيّها الناس! لا ألفينّكم بعدي كُفّاراً، يَضرِبُ بعضُكم رقابَ بعضٍ، فتلقوني في كتيبة كمَجْر السيل الجرّار. ألا وإنّ عليّ بن أبي طالب أخي ووصيّي، يقاتل بعدي على تأويل القرآن، كما قاتلتُ على تنزيله”.

وآخر دعوانا أن الحمد لله رب العالمين

في أول مقابلة له مع وسيلة إعلامية غير عراقية، يؤكد الشيخ قيس الخزعلي، زعيم «عصائب أهل الحق»، أحد الفصائل المقاومة الرئيسة في بلاد الرافدين، أنها تدخل العملية السياسية من موقع الرافض لأسسها القائمة على «المحاصصة الطائفية المقيتة التي لن تجلب للعراق سوى الدمار والخراب». وفي ظل قناعة لدى قيادة العصائب بأن قوات الاحتلال الأميركية تركت خلفها فرق اغتيالات في السفارة الأميركية في بغداد، يشدد الخزعلي على «أننا لن نسمح للخلاف بأن يتوسع أبداً مع الإخوة في التيار الصدري»، محذراً قادة محافظات صلاح الدين وديالى والأنبار من أن «يكونوا أداة لتقسيم العراق»

“The UAE establishment was caught several times normalizing relations with Israel, in sports, in diamonds, in retail, and even in academia, but this is by far the worst instance of this shameful normalization,” said Omar Barghouti, Palestinian human rights activist and co-founder of the Boycott Divestment and Sanctions (BDS) campaign against Israel.

Israel’s ministry of defense has allegedly stalled a drone deal between an Israeli aeronautics company and the UAE, the Palestinian Maan News Agency reported, citing a report by the Paris-based journal Intelligence Online last Thursday.

The UAE was set to buy several drones from Aeronautics, an Israeli company specializing in unmanned aerial vehicles, but the Israeli defense ministry refused to give the deal its stamp of approval.

An Israeli business journal reported on January 12 that Aeronautic’s CEO and founder Avi Leumi recently stepped down from his position and is currently looking for his replacement. The company, which is widely known for its drone production, was founded 14 years ago.

Aeronautics is Israel’s fifth-largest defense company and manufactures at least six types of drones, several of which have been used against Palestinians in Israeli attacks in Gaza. A Human Rights Watch report from 2009 detailed how Israeli drones killed at least 29 civilians throughout the year.

“Buying Israeli weapons that are tested on Palestinians and Lebanese civilians is a form of direct complicity in whitewashing Israeli war crimes,” said Barghouti.

In July 2011, the BDS campaign called for a comprehensive military embargo on Israel, which would include a total ban on the purchasing of Israeli arms.

The UAE has increasingly set out to boost its arsenal and its recent attempt to purchase from Israel highlights the small country’s growing military power. In 2010, the UAE was considered “the largest foreign purchaser of US defense equipment,” according to a US Pentagon report.

“The UAE government is actively sabotaging the growing isolation of Israel around the world and considerably undermining the Arab boycott of Israel to which the UAE ostensibly subscribes,” Barghouti added.

The UN Security Council members are at loggerheads over the interpretation of the events that are rocking Syria. On one hand, France, the United Kingdom and the United States claim that a revolution has swept the country, in the aftermath of the “Arab Spring”, and suffering a bloody crackdown. On the other hand, Russia’s and China’s take is that Syria is having to cope with armed gangs from abroad, which it is fighting awkwardly thereby causing collateral victims among the civilian population it seeks to protect.

The on-the-spot investigation undertaken byVoltaire Network validated the latter interpretation [1]. We have collected eyewitness testimonies from those who survived an armed attack by a foreign gangs. They describe them as being Iraqis, Jordanians or Libyans, recognizable by their accent, as well as Pashtun.

In recent months, a certain number of Arab newspapers, favorable to the Al-Assad administration, discussed the infiltration into Syria of 600 to 1,500 fighters from the Islamic Fighting Group in Libya(IFGL), rebranded Al Qaeda in Libya since November 2007. In late November 2011, the Libyan press reported the attempt by the Zintan militia to detain Abdel Hakim Belhaj, companion of Osama Bin Laden [2] and historic leader of Al Qaeda in Libya, who became military governor of Tripoli by the grace of NATO [3]. The scene took place at Tripoli airport, as he was leaving for Turkey. Finally, Turkish newspapers mentioned Mr. Belhaj’s presence at the Turkish-Syrian.

Such reports have been met with disbelief on the part of all those who regard Al Qaeda and NATO are irreconcilable enemies between whom no cooperation is possible. Instead, they reinforce the thesis which I have defended since the attacks of September 11, 2001, that Al Qaeda fighters are mercenaries of the service of the CIA [4].

Who is telling the truth?

For the past week, the Spanish royalist newspaperABC has published a daily report by photographer Daniel Iriarte. This journalist is with the Free Syrian Army (FSA) in the north of the country, right on the Turkish border. Iriarte champions the cause of the “revolution” and can never find words harsh enough against “Al-Assad regime.”

The Free Syrian Army is made up of more than 20 00 people, according to its political chief Colonel Riyadh al-Asaad, but of only a few hundred when listening to the Syrian authorities [5].

However, in the Saturday edition dated 17 December 2011, Daniel Iriarte describes an encounter that shocked him. While his FSA friends were taking him to a new hideout, he came across some foreign insurgents: three Libyans [6].

The first one among them was al-Mahdi Hatari, a Libyan who lived in Ireland before joining Al Qaeda. At the end of the Libyan war, he was named commander of the Tripoli Brigade, then number 2 of the Tripoli Military Council headed by Abdel Hakim Belhaj. He resigned from this function, according to some because of a dispute with the Transitional National Council, according to others because he wanted to go back to Ireland to join his Irish wife [7] The truth is that he headed for Syria.

Even stranger: a member of Al Qaeda was among the pro-Palestinian activists, in June of last year, on board the Turkish ship Mavi Marmara. Numerous secret service agents, especially US, had infiltrated the “Freedom Flotilla“ [8]. He was wounded and held prisoner for nine days in Israel.

Finally, during the Battle of Tripoli, al-Mahdi Harati commanded the Al Qaeda group that besieged and attacked the Rixos hotel, where I was staying with myVoltaire Network companions and the international press, and whose basement served as a shelter for the leaders of the Jamahiriya under the protection of the custody of Khamis Gaddafi [9]. According to the latter, Mahdi al-Harati was being briefed by the French officers on the ground.

The second Libyan that the Spanish photographer in the Syrian army is none other than Kikli Adem, a lieutenant of Abdel Hakim Belhaj. As for the third Libyan, nicknamed Fouad, Daniel Iriarte was not in a position to identify him.

Iriarte’s testimony dovetails with what the Arab anti-Syrian press has been claiming for weeks: the Free Syrian Army is overseen by at least 600 “volunteers” from Al Qaeda in Libya [10]. The entire operation is run by Abdel Hakim Belhaj in person with the help of the Erdogan government.

How can it be explained that a daily newspaper as anti-Assad as ABC has decided to publish the testimony of its special envoy, who sheds light on the nauseating methods employed by NATO and confirms the Syrian government’s thesis of armed destabilization? The fact is that for a week, certain advocates of the clash of civilizations have been riling against a set-up which includes Islamic extremists in a “free world” strategy.

Writing on CNBC Guest Blog [11], former Spanish Prime Minister Jose Maria Aznar revealed on 9 December 2011 that Abdel Hakim Belhaj was suspected of complicity in the attacks of 11 March 2004 in Madrid [12], an event that put an end to Aznar’s political career.

Mr. Aznar’s outing goes hand in hand with the intervention made by his friends from the Jerusalem Center for Public Affairs, the think tank headed by former Israeli ambassador to the UN Dore Gold [13]. They publicly voice their doubts about the validity of the current CIA strategy to place Islamists in power throughout North Africa. Their criticism is aimed against the secret society of the Muslim Brotherhood, but also against two Libyan figures: Abel Hakim Belhadj and his friend Sheikh Ali Al-Salibi. The latter is regarded as the new leader of Libya [14]. The two men are deemed to be the pawns of Qatar in the new Libya [15]. It was also Sheikh Salabi who distributed $ 2 billion of Qatari funds to help Al-Qaeda in Libya [16].

Thus the contradiction that was desperately kept hidden for the past decade returns to the surface: the mercenaries, formerly paid by Osama Bin Laden, have never stopped working in the service of US strategic interests since the first war in Afghanistan, including the period of the September 11 attacks. Yet they are portrayed ​​by Western leaders as implacable enemies.

It is likely that the objections of Mr. Aznar and the Jerusalem Center for Public Affairs will be overridden by NATO, as were those raised by AFRICOM commander General Carter Ham. At the beginning of the war Libya, he was incensed at having to protect jihadists who had gone to slaughter GIs in Iraq.

Detached from reality, the UN Counter-Terrorism Committee (aka “Committee pursuant to resolution 1267″) and the US Department of State still have on their black list the organization of Abdel Hakim Belhaj and Sheik Salabi under its former label of Islamic Fighting Group in Libya. It would appear that is it the duty of every State to arrest these individuals if they enter their territory.

وكشف الجاسوس حكمتي ان الولايات المتحدة كانت بصدد تدمير منظمة الاوبك من خلال السيطرة على آبار النفط العراقية، كما عملت على انجاز الصفقات النفطية بالدولار فقط، وأشار الى أن “الهدف الاخر لتواجد القوات الامريكية في العراق كان التغلغل في الاحزاب الاسلامية من اجل ايجاد الانحراف بين المسلمين”

وأضاف انه “تم توظيفه بعد اشهر من مهمته في بالعراق، من قبل مركز (داربا) للابحاث الامنية حيث عمل فيه من 2005 الى 2007، وبعد ذلك وظفته شركة كوماغينز التابعة “للسي آي ايه”، من اجل اعداد وتوزيع افلام ترمي لتغيير الرأي العام في الشرق الاوسط”

حكمتي كشف انه تمّ تكليفه اختراق الجهاز الامني في ايران، والقيام بتدريبات هامة، كاجتياز اختبار الكشف عن الكذب، والاختبارات النفسية والفحوص الطبية، وقد اجتازها بنجاح، وتم اختياره للعمل داخل الاراضي الايرانية

وقد قررت “السي آي ايه” الاستفادة من هذا الجاسوس كسمسار للمعلومات، ووضعه في مسار الجهاز الامني الايراني، وفي البداية تم ارساله الى معسكر في غرام في أفغانستان ومنه الى دبي ومنها الى طهران

وأكدت القناة الثالثة الايرانية أن الجهاز الامني الايراني أحبط عملية تسريب المعلومات، وتمكن من الكشف عن شبكة تجسس واسعة وحصلت منها على معلومات قيمة

On December 2, the Geneva-based UN Watch welcomed that day’s “strong condemnation” of Syria by a UN Human Rights Council emergency session, and its establishment of a special rapporteur to monitor the situation there following what it called “a global campaign to create the post by a coalition of prominent democracy dissidents and human rights groups” led by UN Watch itself. The non-governmental organization, whose self-appointed mandate is “to monitor the performance of the United Nations by the yardstick of its own Charter,” expressed regret, however, that the UNHRC resolution “paid special deference” to Syria’s “territorial integrity” and “political independence,” decrying the provision as “a clear jab at NATO’s intervention in Libya, and a pre-emptive strike against the principle of the international community’s responsibility to protect civilians under assault.”

On the same day, UN Watch delivered a speech to the Human Rights Council plenary session in which it denounced the UN Security Council’s “shocking silence on Syria’s atrocities,” calling on it to take “urgent action to protect the civilian population before thousands more are beaten, tortured and killed.” It also urged UNESCO to reverse its recent decision to elect Syria to two human rights committees. Submitting that day’s UNHRC resolution to UNESCO’s Executive Board, the NGO demanded that they “expel the Assad government from those panels immediately.” The statement went on to berate the UNHRC for its “longtime policy, and that of the old Commission, of turning a blind eye to Syria’s gross and systematic violations.” Also “wrong and harmful,” in UN Watch’s view, was the UN body’s “policy of supporting Syria’s cynical and transparent ploy each year to condemn Israel for alleged violations of human rights, which should not be repeated this March.”

For those familiar with the NGO’s unmistakable governmental ties, it will come as no surprise that UN Watch could downplay Israel’s extensively documented human rights abuses as “alleged” while at the same time confidently asserting that “the facts are clear” regarding Syria’s “gross and systematic violations of human rights.” As Ian Williams, a former president of the United Nations Correspondents Association, wrote in a 2007 Guardian opinion piece, “UN Watch is an organization whose main purpose is to attack the United Nations in general, and its human rights council in particular, for alleged bias against Israel.”

Founded in 1993 under the chairmanship of Ambassador Morris B. Abram, the former US permanent representative to the United Nations in Geneva, UN Watch is affiliated with the American Jewish Committee. Described by oneexpert on US-Israeli relations as “the foreign policy arm of the Israel lobby,” the AJC also takes a keen interest in the UN’s alleged bias against Israel. According to a 2003 article in the Jewish Daily Forward, a “sustained effort” by the lobby’s foreign policy arm resulted in the United States “embarking on the most comprehensive campaign in years to reduce the number of anti-Israel resolutions routinely passed by the United Nations General Assembly.”

In February, UN Watch organized 70 “rights groups” to send a letter to President Obama, EU High Representative Catherine Ashton, and UN Secretary-General Ban-ki Moon demanding international action against Libya by invoking the “Responsibility to Protect” doctrine. Speaking to the Jerusalem Post at the time, the NGO’s executive director, Hillel Neuer, said that “the muted response of the US and the EU to the Libyan atrocities is not only a let-down to the many Libyans risking their lives for freedom, but a shirking of their obligations, as members of the Security Council and the Human Rights Council, to protect peace and human rights and to prevent war crimes.” Despite theunsubstantiated nature of its allegations,” UN Watch’s “Urgent Appeal to Stop Atrocities in Libya” proved sufficient to get Libya suspended from the Human Rights Council before being referred to the Security Council, and ultimately provided the spurious justification for NATO’s eight-month “humanitarian” bombing of the country.

Undoubtedly the most significant signatory of the UN Watch-sponsored letter was Carl Gershman, president of the “misnamed” National Endowment for Democracy. Funded by American taxpayers but outside Congressional oversight, the Endowment has been meddling in other countries’ internal politics since its inception in 1983. As Allen Weinstein, NED’s architect and first acting president, famously told the Washington Post in 1991, “a lot of what we do today was done covertly 25 years ago by the CIA.” A lot of what NED does today can also be understood by observing its longtime president’s career path. A former head of the neo-Trotskyite Social Democrats-USA who steadily evolvedinto neoconservatives, Gershman is no stranger to pro-Israel lobbying, having worked in the research department of the Anti-Defamation League in 1968 and served on the governing council of the American Jewish Committee in the early 1970s.

Although UN Watch purports to believe in the United Nations’ mission to “save succeeding generations from the scourge of war,” the pro-Israel NGO bears significant responsibility for inducing a devastating war on the current generation in one Arab country already this year and is clearly determined to repeat the carnage in another. As long as UN Watch’s motto of “Monitoring the United Nations, Promoting Human Rights” continues to obscure its real mission of “Manipulating the United Nations, Promoting Israel’s Interests,” the warning of a Roman poet becomes increasingly pertinent: “Quis custodiet ipsos custodes?”
